Any film from 1923 forward published with a valid notice and renewed within the one year window has copyright of 95 years. So this film would not expire until 2019. However if the print has an invalid copyright notice or no notice then it would be PD. There is a circular at USCO on valid notice (circ03.pdf).

Can the copyright holders just renew it again in 2019?

No, it will then fall into the public domain. That is if congress doesn't pass new laws to extend copyright again.
